Why is my car speedometer not working?

Driving car and belt came off compressor battery died abd needed to tow car. Without power can not shift to nuetral so push nnuetral safety lock by gear shift put in neutral pull home get belt put on car but now speedometer not working car wont shift past second gear and code reader wont read

Couple questions. First, has the code reader worked on this vehicle previously? If so we need to check voltage at the data link connector to see what pins you have voltage on. You should have 12 volts on pin 16 which is where we need to start.
Lastly the shifting and speedometer issue is most likely the vehicle speed sensor issue but it is odd that all this started with the failure of the belt and battery.
