front end whistling noise

I just bought this car off of a person and when I am driving it there is a whistling noise in the front end. I have had the rotors turned and everything on the vehicle checked out, though it is still making the whistling noise. It does it while driving but when you slow down it stops. Could someone please explain to me what this could be?

it can be a shield like a engine shield causing problem or something hanging down. also, may be a piece of rust caught between rotor and dust shield unless brake squealers are rubbing against rotor.
