Whirring noise when accelerating?

Tech replaced the radiator and serpentine belt tensioner, topped off transmission fluid. Now the car is making an awful, very loud whirring noise that can be heard faintly on startup and the noise becomes unbearably loud upon acceleration. Balance shaft gears were broken. Replaced that, gears broke again. Thoughts? Please help.

It sounds like the serpentine belt tensioner is not working correctly or the belt needs to be replaced or you have the incorrect belt on, or it is not installed correctly. Can you please shoot a quick video with your phone so I can hear the noise? That way I can tell for sure what's going on. You can upload it here with your response.
