Whirring noise when driving

Noise randomly starts while driving 10-20MPH. Sounds like front of car. Sounds like a machine like wa waa waa then stops within 15 seconds. Vehicle does not seem to drive different. Drives fine.

Is it loud enough for you to record and upload for me to hear? Also, could it be one of the cooling fans running?

If we can hear it then that would help but does this happen each time you start the vehicle and start driving and then it doesn't do it again until you restart the vehicle?
