intermittent whirring sound when starting car

i'm not sure what's going on, after i drive my car and get out for like 10-20 minutes or up to an hour, i get back in and try to start it and it makes a weird electrical sound like it cranks over halfway then sounds like it's going to not start then it comes back on. i have gotten a new battery, new plugs and wires, new fuel pressure regulator, new fuel pump assembly. I don't know what the problem is and it's the only thing keeping this car from being good. after it happens i can drive the car normally. and it never happens in the morning or like when its been sitting overnight. it's always after i drive it. so maybe its a problem when its hot? here's a video with it happening so maybe you can try to listen and detect?

Thanks for the video! very helpful! So i would highly recommend taking vehicle while it's hot and acting up to a shop to have the starter tested. sounds like when the starter gets hot it is starting to seize some. Here is starter location and replacement procedure.

have you ever seen this before on someone's vehicle? currently today there was a loud pop sound from underneath my car and i'm not sure what could have caused it. i may have installed spark plugs incorrectly i'm not sure. but I will definitely take it to a shop. and you listened to the video also?

Yes, I watched the video. If you installed spark plugs incorrectly you would know it right away. The engine would run rough or make noise constantly. Yes, I have seen the starter do some similar things and other weird things. I would definitely take it and have the starter and battery system checked.
