Whining noise in the front

My car has a whining noise that it is getting worse. Some tell me it is my power steering fluid low but, my car does not have a reservoir. It is an electric unit.
I have changed starter, alternator, tension pulley wheel bearings. I would appreciate any ideas you may have.

When you had the belt off to replace the pulley, did you start the engine for a couple seconds to see if the noise was gone? Also, did you spin the pulleys to see if there was any noise or drag from any of them which may indicate a bearing going bad?

One last thing. Could you record the noise and upload it so I can hear it? I may be able to recognize it as a specific component or sound.
