Whining in right front of car

It sounds like the right front(?) Has a whining sound when the car is moving. When the engine is shut off or at a standstill it does not make the sound.

It is kind of hard to diagnose sounds without seeing/hearing. Is there a chance you might be able to have someone make a video with a phone while you are driving and upload it here?
