Where is the turn signal relay

when I turn my turn signal on my cluster gauges go crazy and the light on the out side of the car does not work. I can hear and see them working on the inside of the van.

The problem could be at the bulb that isn't working, please remove the bulb from the socket and retry the system while checking the bulb terminals to make sure they are not shorted internally. If okay the cluster is having a problem.
