This issue could be either as you mentioned so the best and easiest thing to do is adjust the shifter to make sure it is properly aligned. I included the process for both the floor and column shifter.
One way to know if it is a shifter is if when you put it in gear and there is a delay, does move the shifter a little help engage it quicker? This will clearly be subjective and not definitive but is a piece of info that could help.
If moving the shifter doesn't help then I suspect we have a cut seal inside the unit which is causing pressure to build slower then it should. Basically the pump inside the unit builds the pressure in the unit to engage the clutches. When there is a cut seal it is like a leak and it can no longer build the pressure until it is great enough that it seals the leak and the clutch engages.
Before we get too far, we need to check the fluid level and make sure it is not low.
