If you are already getting a transmission and converter, the transmission will have the solenoid.
Generally speaking, when the torque converter is not engaged the engine can rev up without any movement, like you have experienced.
The solenoid acts as a gate for the flow of the fluid, if the solenoid is bad, it will not allow fluid to pass and that will lower the pressure of the fluid. Which can prevent the transmission from engaging gear.
So, either of them can keep the vehicle from moving.
