Steering Wheel shaking

until today it was driving perfectly. The past two days the weather has been non stop heavy rain, sleet and wind which I have had to drive quite a bit in. Today while on highway my wheels began shaking and felt slight tugging of car. Wheel does not shake under sixty mph. Also, noticed my hubcaps are no longer lined up with the tires as they were and should be. Could the weather have caused this?

This is a class tire balance problem, I would start by rotating the tires front to back to see if it helps.
