After driving it for 30 miles or less the wheel itself is hot to the touch?

I recently purchased the vehicle listed above and have noticed that after driving it for not too long (distances of 30 miles or less) that the wheel itself is hot to the touch, like hot. I’ve taken the wheel off and inspected the brake itself, I can confirm the e brake is not engaged but the rotor does not spin freely even with the e brake disengaged and the car in neutral. Should this in fact be spinning freely under said circumstances? My best guess would be that it is something related to brakes, but I have also been under the impression it could be a bearing. I’m planning on taking it in to get diagnosed but any sort of recommendations or help are welcome and appreciated. Mahalo.
