What should the fuel pump pressure be

When you turn the key over you can hear the new fuel pump we installed prime, but the car will not start.

Scan for codes if this is a TBI unit it should be 9-11 psi at TBI and you will need an adapter to check it. Also, these beasts used to crack the reluctor in distributor and it would cause a no start/run problem. If not ignition signal TBI does not work. See link.
