What is this part?

Could you please tell me what this part is? The auto parts store just put this rubber boot on it and it doesn't have anything on the inside of it to hold it onto what it's pushed onto, and it looks like what could be oil kind of leaking out from this I've got a picture I'm sending with it circled. What is it?

Yes, that is the PCV valve and tube, here is a diagram to help confirm it. Check out the images (below). Let us know if you need anything else.

I thank you for the verification on the PCV. Also if I start my car and open my power steering fluid cap and the fluid doesn't look like it's circulating, it's at a stand still. Does that mean my power steering pump is no good? I think someone here told me that. So is that correct. My steering is so hard to just turn into and out of a simple parking place. My belt feels and looks ok and I'm full of fluid. So what do you think?

I have another area of concern. My 2001 Pontiac Grand Am se1 as I'm driving has a horrible wine, growl, or humming. As I go faster it gets louder. I'm thinking it's my front wheel bearing. If it is, wouldn't it be a good thing just to do both sides at once?
