What is the location and what does the power AC module look like

I was told that 95% of the time that this module is bad when these things happen. Battery goes dead, sounds like the blower is always on, when I pull the blower fuse 10, the sound doesn't stop, but if I pull the next fuse next to it 11, along with 10, the blower air goes on full force without a fuse being installed.

Remove lower right access panel cover silencer duct (under the dash).
Disconnect wiring connector on blower motor module.
Remove blower motor module retaining screws.
Pull blower motor module out of heater housing.
