When idling electricity surges causing my truck to stall and start repetitively

When starting the vehicle the electricity surges my truck stalls then starts back up when idling, but when the vehicle is in motion the lights flicker. i bought a brand new battery but that didn't fix it.

Can you please measure the voltage at the battery with the engine running with a voltmeter and tell me the voltage?
