Hello,
It sounds like you had a voltage spike when connecting the new battery or the car was jumped backward. Anyway the IPM sounds like it is not working correctly but to be sure we need to do a CAN scan which is the new way to fix cars which you can get a scanner from Amazon for about $50.00. Here is a video of the job being done with instructions on how to check the fuses (just in case) and how to replace the IPM below:

INSTRUMENT PANEL MODULE PROGRAMMING AND SETUP
INSTRUMENT PANEL MODULE (IPM) REPLACEMENT
If the instrument panel module (IPM) is replaced, the following procedures must be performed:
1. Setup New IPM
2. Program vehicle identification number (VIN)
3. Brake pedal position (BPP) sensor calibration
Refer to Body Control Module (BCM) Programming/RPO Configuration (IPM) Body Control Module (BCM) Programming/RPO Configuration (RIM) in Computer/Integrating Systems.
INFLATABLE RESTRAINT SENSING AND DIAGNOSTIC MODULE (SDM) REPLACEMENT
If the inflatable restraint sensing and diagnostic module (SDM) is replaced, update the SDM number in IPM. This number also called restraints ID represents the last four digits of SDM part number. On the Tech 2 menu Module Setup > SDM, perform Setup SDM Part Number in IPM function.
BRAKE PEDAL POSITION (BPP) SENSOR REPLACEMENT
If the brake pedal position (BPP) sensor is replaced, the BPP Sensor Calibration procedure must be performed. Refer to Brake Pedal Position Sensor Calibration in Lighting Systems.
Check out the diagrams (below). Please let us know what happens.
