MOST LIKELY THE AIR VENT ON THE COWL
(IT MAY ALSO BE THE GASKET BETWEEN THE WINDSHIELD FRAME AND THE COWL)
THE AIR VENT HAS A SPONGY KINDA GASKET BETWEEN THE COWL AND THE DUCT
........SEE THE "BOX" THAT INCLUDES "PART # 30" IN THE DIAGRAM IN THIS LINK

IT WOULD BE A REAL PAIN IN THE BUTT TO TRY TO REPLACE THIS GASKET (UNLESS YOU ARE ALREADY IN THERE)
........SO THIS IS WHAT YOU DO!!!
OBTAIN 2 TUBES OF "BLACK RVT GASKET MAKER"

REMOVE THE GRILL OFF OF THE COWL VENT
WITH A GOOD LIGHT AND AN INSPECTION MIRROR----LOOK INSIDE AROUND THE EDGES AND SEE F YOU SEE GAPS AROUND THE TOP OR EVEN CRACKS IN THE PLASTIC
(IT MAY EVEN HAVE PROBLEMS ON DOWN THE SYSTEM) .......LOOK THE DIAGRAM OVER IN THE 1ST LINK, FOR HOW IT ALL GOES TOGETHER
IF ITS A MILD CRACK OR GAP.........SEE IF YOU CAN "SQUIRT" THE SILICONE IN IT......I'VE EVEN WORN RUBBER GLOVES AND SQUIRTED IT IN MY HANDS AND SMEARED IT ALL THE WAY AROUND THE TOP, WHERE THE GASKET SHOULD SEAL
I'VE NEVER DONE THIS WITH A WRANGLER, BUT I HAVE MANY TIMES WITH CJs !!!
