That's caused by a leaking cylinder head gasket. In worse cases the cylinder head can also be warped, and in rare cases the head can be cracked.

Yes, it can be fixed. Yes it is expensive. A simple head gasket repair would be around 800-1000. If there is head damage, it would add another 500-700

Thats a small budget.
Look for a toyota, subaru, nissan. They will be high miles for the price you have to spend but they are the most reliable
