fuel trouble

The car quit running, I had it towed to shop they changed fuel pump and filter. It still does not run. I checked the fuse relay. It gets fuel to rail, but no presser, just flows out. I put gas in to prime it, it ran just a second until the prime ran out. Could the presser reglator valve be out? Could that cause it not to start? Should it have presser on sharder valve? What is causing it not to run? Thanks

check fuel pressure with a gauge auto parts rent it should be 41-47 psi may be a bad regulator should hold pressure after pump goes off.
