VSC system and ABS/traction lights are on

2006 TOYOTA HIGHLANDER HYBRID

have the vehicle listed above hybrid. The VSC system check is flashing and the ABS/traction light is also on. Whenever the traction light flashes the car hesitates. Could this be due to a bad skid control ECU or something else? Check engine light is not on.
