attempting to remove the brake booster

upon attempting to remove the brake booster by removing the nuts, and in fact, did not budge. what am i missing ?

Hi,

Replacing the vacuum brake booster isn't too hard to complete. However, you will need to first remove the brake master cylinder first. The worst part of the job is unbolting the booster. It is done from under the dash on the driver's side. It is tight.

If you look at the attached pics below, they include the directions and pictures specific to your vehicle for removal and replacement. Follow them to replace the brake booster.
