2005 Volvo XC90 left-right pulsation in steering

while driving, the steering wheel has a left-to-right movement or pulsation. Volvo dealer said I need new tires to correct that problem. could it be as simple as adding power steering fluid? I did that and the pulsation is gone. why would a dealer say I needed tires except to screw me out of $800?

Im not real sure, but I can say that is the first time I have heard of adding P/S fluid making a wheel shimmy go away.You may have some tire wear they noticed, and assumed that was the cause of the problem
