1998 Volvo V70 Difficulty turning key

The steering column shroud
behind the steering wheel which houses the turn signals and wiper mechanism is loose. When the key is inserted I must adjust, pull, twist and move the shroud before the key can be turned. How do I repair it?

Remove upper steering column cover using Torx TX15 tool. Remove lower steering column cover using Torx TX25 tool. Separate covers at rear edge and lift off steering column. See Fig. 5 .
