If the turbine has seized up, then you will need to replace the turbo.

WAS THE ENGINE OIL CHANGED ON A REGULAR BASIS? CHECK THE CONDITION OF THE OIL, IF THE OIL IS CLEAN(LIGHT BROWN COLOR), YOUR CONDITION MAY NOT BE THE TURBO.
