1999 S80 key switch/locking steering wheel

I have a 1999 Volvo S80 2.8 turbo with 88,000 miles. When turning the key to start the car, it sometimes will not catch and the key switch simply keeps spinning around and around. It appears to happen more if the wheels is not perfectly straight when the car is parked. It also appears to be worse if the steering wheel lock is activated.
