1999 Volvo S70 idle control valve? ECM inputs?

Situation: Car in neutral & coasting to a stop light. Starting at approximately 30 mph & slowing, the rpm fluctuates from 500rpm to 1300rpm and at times engine stalls. Above 30mph and car rolling in neutral the problem does not exist.
