Owned the car for 3 weeks only, during refuelling the pump stops like it will be full, but it isn't. After while it lets me pump again for little while. Also the gas is overflowing. Is this the pump problem or car problem.

You should take it in to Volvo to have it checked out. You should still be under factory warranty.
