Hi I have a 2002 volvo s60 and the break pedal is soft and sinks in before the breaks get and sometimes they work perfectly, the anti-skid sign flashes on and off so I am trying to figure out what the issue could be?

Check for an external leak, then ABS system and if the brake master cylinder has an internal-this will always cause the brake pedal to sink in gradually while brake is applied and works good next time then repeats itself this is a typical symptom
