Turbo needs replaced

I am looking at buying a 2000 Volvo S40 1.9 Turbo with 65,000 miles on it. The seller says the turbo needs to be replaced, but the car runs good. He states that the car will run good without the turbo. Is this accurate? If I did buy it, what would I be looking at as far as cost for replacing the turbo? Is there other mechanical problems I should worry about because he has run it without the turbo?

i posted this on another question about performance around 60k... Volvo's computer system makes the car perform like crap around 60k. you have to take it in and get the software updated. i did and it worked real well but now i'm at 120000 and i think its doing it again.

DONT TAKE OFF THE TURBO!!! you'll screw up the whole car!
