Air Conditioning/Heating Unit Randoms starts and stops

I have a 2001 Volvo S40 with an automatic 1.9L 4cyl engine and 88,000 miles on the cars. Currently, the heating/air conditioning systems seems to start and stop at will and will sometimes work as expected and other times will not work at all. However, when the air conditioning is running the air is cold and heat is hot so I am a liitle confused as to what the problem could be.

do you mean not blowing air at all or not blowing cold air on ac and hot air on heat?

I meant to say that sometimes it does not blow hot or cold air at all but when it does blow the cold air is cold and the hot air is hot. The air or heat will be running then stop, then start again and will go into low blowing then kick into high blowing.

i would check the blend door, it is probably not operating properly all the time due to insufficient vaccum.
