You would need to have the electronic throttle module scanned for codes and depending on what codes are, they would need to run a throttle test to see if it passes or fails. Also you need to have the charging system checked out and have them do a voltage drop test across the battery cables and the 30+ cable from the battery positive post to the relay box. Low voltage to the throttle will make it unresponsive. If all checks out, before paying to have the throttle replaced, call Volvo to see if you are still within the 10year/200k mile warranty for the throttle. Being a model year 2000 you either just missed it or barely or within the time frame by year. If it is still under warranty, the dealership would need to diagnose it first to see if it needs the throttle or not. If you are out of warranty and need a throttle, make sure the place you have it done it has capabilities of reloading the software to the control unit. If you just install the throttle it will not work. So most likely it will be the dealership that would need to replace the throttle and put the software in it as well.
