1996 Volvo 960 head light switch

I have been able to narrow my elec. problem down to the headlight switch on the dash. Appears the replacement unit is a closed circuit/box. How do I replace? Do I need to take the dash apart? Does it pop out?

Looks like the panel it is in pops out, but Mitchell doesnt give any instructions on removing the panel, just the switch. Here is a pic of how it goes together
