1993 Volvo 940 wont start

it tries to turn over, sounds like the starter is fine. It has done this a few times. It won't start, then I leave it alone for a bit and it starts. I'm not flooding it. It sounds like it's not getting gas. what do you think i should do?

When it refuses to start do below and tell me what's missing fuel or spark.
