1992 Volvo 940 too much pressure required to stop

I am currently restoring a 1992 volvo 940 turbo and I would like the brakes to work like they did when the car was new. Right now, too much pressure is required to stop the car. I would like the brakes to be feather light to the touch. Would I replace the Master cylinder or what?

If the brake pedal is hard and high with the engine running i would be checking out the booster first, start here.
