1995 Volvo 850 oil over engine

the volvo is a 5 cyl. It appears the oil pressure is building up in the engine, the valve cover gasket is leaking (it had been replaced, and the mechanic said the leak was not enough to cause the sudden loss and oil everywhere), oil is coming out of the dip stick and there is oil everywhere. Isn't there a valve or something not working, that is causing the build up. Also - The top of the dip stick came loose from the stick. When the oil was checked it was well below two quarts low. A mechanic cleaned off the engine, replaced the oil and ran the car on the lift for 45 minutes, some leaking.

HAVE THE MECHANIC CHECK THE PCV SYSTEM, SOUNDS LIKE ITS PLUGGED, WHICH WOULD EXPLAIN OIL EVERYWHERE.
