1990 Volvo 740 One brake light coming on but not the other

When i apply the brakes one brake light will come on but not the other. Its the passenger side. The bulb is brand new and the fuses check out fine. Any ideas??

Check the bulb failure sensor

The indicator on the dash board does glow when i turn my lights on or apply the brakes, when it started happening my service light went on as well, still havent gotten it serviced.
