1990 Volvo 740 fuel system

engine and trans were replaced [turbo] . i had vehickle running great. now car will not start. i am getting good fuel pressure. at times fuel pump will work then not work.i tried testing for power at injecters getting nothing.i do not have a book on the vehicle.could i possibly have a relay problem?if so which relay is it?i was told about a cold start switch&a e c u?please help going nuts trying to figure it out

Is replacement same year as vehicle? was original engine same turbo? was ECU changed?
