1985 Volvo 740 Fuel pump fuse keeps burning out

#16 is melted into place. No new wiring harness is available anymore. Engine turns over but does not start. The fuel pump fuse burns out every time we try to start the car.

One person said we should replace the fuel pump wire. But how???

Another person said we should clean the terminals on the relays behind the fuses. We did. No change.

How can we fix this?

We have since replaced the fuse box, repaired the #16 wire, and replaced the fuel pump relay, poured gas into the tank, and the fuel pump fuse still keeps burning out.

I've read on forums that it can be the inline pump, the in-tank pump, the fuel filter, or the ECU unit. How can I test these items? And where are they located?
