1989 Volvo 240 California Smog Check

I failed the smog check today. Not as bad as would be thought for the mileage but still a surprise.

Figures were

HC 15 mph Max 116, Meas 111 Pass
HC 25 mph Max 91, Meas 99 FAIL
CO 15 mph Max .74, Meas .48 Pass
CO 25 mph Max .62, Meas .47 Pass
NO 15 mph Max 791, Meas 2040 FAIL/Gross P
NO 25 mph Max 730, Meas 1917 FAIL/Gross P

The plugs, cap, rotor, air filter are less than 10k old. The oil was changed two days ago.

Car runs fine and gets 27mpg in 100 Deg temps.

Is this the Cats or O2 sensor??

The readings shows a bad catalytic converter.
