I have a 03 Jetta TDI and it keeps turning the check engine lt on. The code is P0128. What is the fix for this

I am looking at the manual, but I do not see a code P0128, are you sure you have that correctly?I do have a P0228 which is the throttle positioning sensor, double checked the code and get back to me.

P0128 code is "coolant thermostat/valve temperature below control range". You might want to get your thermostat checked.
