Recently purchased a 2000 VW Jetta Turbo Diesel. The A/c has no problem blowing cool air through the vents, but it is definitely not as cold as it should be. Also, air has foul smell to it. I believe it may be a stopped up drain tube or something. Any help would be greatly appreciated.

Nice guess but you are incorrect, the "foul smell" is probably a coolant leek, pull your mats up and check the floorboards and the firewall carpet make sure it is not wet, if it is wet you have a bad heater core, or something like that, is the vehicle using coolant? You can very easily check your air-conditioning system by taking the water hoes and cooling down the condenser, if the air gets colder you are low on 134A free-on.
