1998 Volkswagen TDI turbo doesnt work

the engine doesnt have as much power as it used to have. it seems like the turbo doesnt kick in like it is suppose to.

the first question I have for you is what kind oil have been using? the second question I have for you is do your vacuum controlled work? or heater controls the power brakes....... Turbo runs off of vacuum you may have a bad vacuum pump or a broken hoes to the Turbo check that out and get back to me
