2003 Volkswagen Passat Oil in Cylinders

Car runs OK, #2 and #3 plugs are dripping w/ oil when pulled. 1 and 4 are dry. Is this a problem? If so, how do I diagnose? I have 2 ideas, crank vent problem or rings.....

2 adjacent cylinders leaking-sounds like headgasket leak-could be a valve/rings too-
