2002 Volkswagen Passat Brake pedal wont come back up

Brakes problem
2002 Volkswagen Passat 4 cyl Front Wheel Drive Automatic 60 000 miles

Installed new front pads and rotors, when I finished I started the car, pushed the brake pedal to the floor to set the pads, and it stayed there.
I manually lifted the pedal with my hand, it came up, pumped it a couple more times and seemed to get a pedal.
I put the car in gear tried and to backup, realizing that the brakes had not realeased I pulled the car back inside and lifted it back up.
That is when I noticed the brake lights were still on.
Checked the wheels and found that the brakes were on all 4 wheels.
The brake pedal is presently sitting about half way to the floor.
I can lift it up with my hand and it realeases.
When I let the pedal go It goes back down to about half way and all 4 wheels will not turn.

First thing you can do is bleed the brakes and hope that is the problem! If that does not remedy you may need to recheck your installation and verify that it is all installed propperly.

I figured it out today.
The brake pedal has an s bend in it.
It turns out the pedal got hooked under the lower dash panel which was putting downward pressure
on the pedal.
