1999 Volkswagen Passat aftermarket radio

Each time I get my 1999 Passat inspected, the aftermarket radio has to be removed and the OEM installled in order for it to communicate to NY State for the codes. Is there a way to insatalla jumper in the hardness so the ECM thinks the factory radio is installed.

No, the factory radio has a resistance code that the ECM reads. This code is unique to ONLY your car and cannot be changed..
