1995 Volkswagen Passat Automatic

I have a 1995 vw passat wagon and the drivers side window does not go up all the way. It does go up and down but it wont go all the way up, leaving about an inch of the window open (and what seems like a hard clicking noise when I do hold down the up button)the other windows go up/down with no issues. Is the problem the motor or regulator?
