Engine squeal upon startup

2000 Volkswagen Jetta 4.0 standard transmission with approximately 133,000 miles on it.

I notice that when I start my car there is a brief, but loud squeal or bark just after the engine fires up. Could it be a belt issue? Can it be related to the fact that my A/C doesn't put out any cold air when the car is idling but only when the RPM's are over 2000 for a period of time? Could it be the A/C belt?

For the squealing at startup the belt orr belt tensioner is going bad, for the AC problem please start a new thread. Here is how to change the belt out which at this time check the tension of the belt tensioner. Check out the images (below). Please let us know what happens.
