Emissions repair

My car is a 2001 volkswagen jetta with 150,000 miles. I failed NJ emissions inspection. The emissions mechanic indicated that I need a new catalytic converter, MAF, and two oxygen sensors. He quoted $1500 parts and labor for repairs. I am wondering if this is a fair and accurate quote. I still owe about $3600 on the vehicle and Im not sure if I should repair this?

The price tag seems high to me. But I find it hard to believe that all of those are at fault. What is the cost of the test? I say that because you could start with the one of the O2 (probably the upper) and then the lower. See if it will pass.
