The kinda milkshake looking stuff on the inside of your oil filler cap is condensation.
What happens, is that when the car sits overnight or such, the cooler night air causes water condensation there. Make sure the cap has a good seal.
Replace if neccesary.
Wipe out that gunk every time you look at it.
This also happens when a car is used for short trips,
the oil doesn't really get a chance to get to full operating temperature. Take it for a long drive on the highway.
